Overall Funding Envelope

The provincial government has earmarked $150million for the Rural Dividend Program over a fiveyear period (20242029). This amount is comprised of two principal streams:

• Capital Investment Fund $95million for infrastructure, community facilities, and broadband expansion.
• Economic Development Grant Fund $55million for business innovation, tourism promotion, and workforce training.

Funding Sources

All funds are disbursed on a costrecovery basis, with rigorous reporting requirements to ensure transparency and accountability.

Allocation by Category

The budget is broken down into five major categories, each aligned with the programs strategic objectives.

1. Broadband & Digital Connectivity

• Budget: $35million
• Goals: Extend highspeed internet to 200 unserved or underserved communities, supporting remote work, eeducation, and telehealth.
• Key Partners: BC Ministry of Telecommunications, private fiber providers, and Indigenous broadband coalitions.

2. Transportation & Local Infrastructure

• Budget: $30million
• Projects: Road safety upgrades, bridge repairs, and smallscale public transit solutions in isolated towns.
• Evaluation Metric: Reduce average travel time to nearest service centre by 15%.

3. Community Facilities & Public Spaces

• Budget: $15million
• Investments: Multipurpose community centres, recreation hubs, and upgraded libraries.
• Outcome Target: Increase community event capacity by 30%.

4. Economic Development Grants

• Budget: $55million
• Focus Areas: Agritech innovation, tourism development, renewableenergy pilots, and smallbusiness scaling.
• Application Process: Competitive, with a panel of provincial and local experts reviewing proposals.

5. Workforce Training & Skills Development

• Budget: $15million
• Programs: Apprenticeships, vocational training, and digitalskill bootcamps tailored to local industry needs.
• Target: Certify 2,500 workers by 2029.

Fiscal Timeline

The $150million envelope is released in annual instalments, tied to performance milestones.

Performance Measurement & Accountability

All expenditures are tracked through the BC Government Performance Management System. Key performance indicators (KPIs) include:

1. Broadband coverage % of households with 100Mbps service.
2. Infrastructure reliability reduction in road closure days per year.
3. Economic impact increase in rural GDP per capita.
4. Workforce outcomes number of certifications awarded.
5. Community satisfaction survey results on facility usage.

Annual reports are published on the Rural Dividend Program website and are subject to independent audit by the Office of the Auditor General.

How Communities Can Apply

Municipalities, First Nations, and eligible nonprofits may submit proposals through the online portal. The application cycle runs twice a year, with deadlines on March 31 and September 30.

Key steps:

• Complete a needs assessment using the Rural Readiness Checklist.
• Develop a detailed project plan, including cost estimates and timelines.
• Identify matching contributions (inkind or cash) to meet the required coinvestment ratio (minimum 15% of total project cost).
• Submit the application and supporting documents via the portal.
• Participate in the review panel interview, if requested.

Successful applicants receive a grant agreement outlining deliverables, reporting obligations, and payment schedule.
