Vision & Mission

Vision: A professional BJMP workforce that delivers safe, humane, and rehabilitative jail management aligned with national public safety goals.

Mission: To attract, develop, retain, and strategically deploy skilled personnel capable of implementing modern correctional practices while upholding the highest standards of integrity and service.

Strategic Axes

The fiveyear plan is organized around four interrelated strategic axes:

1. Talent Acquisition & Workforce Planning

  • Conduct a comprehensive manpower audit to identify gaps in numbers, skills, and geographic distribution.
  • Introduce a competencybased recruitment model that aligns with the BJMP Core Competency Framework.
  • Partner with academic institutions for pipeline programs in criminal justice, social work, and health services.

2. Learning, Development & Performance Excellence

  • Launch a blended learning platform (elearning + facetoface) covering correctional law, mental health, and useofforce protocols.
  • Implement a continuous performance management system with quarterly KPIs, 360degree feedback, and personalized development plans.
  • Create a Leadership Academy to fasttrack highpotential staff into supervisory and managerial roles.

3. Employee WellBeing & Retention

  • Introduce a holistic wellness program that includes mentalhealth counseling, fitness incentives, and family support services.
  • Revise compensation structures to incorporate hazard pay, meritbased bonuses, and a transparent promotion pathway.
  • Establish a Recognition Hub that publicly acknowledges exemplary service on a monthly and annual basis.

  • Annual Independent Audits External consultants will assess compliance with the strategic objectives and recommend corrective actions.
