Who must submit?

The following entities are required to file a budget by 1May 2021:

  1. Central and state government ministries and departments.
  2. Public sector undertakings (PSUs) and statutory bodies.
  3. Nongovernmental organisations (NGOs) that receive direct government grants.
  4. Private contractors with multiyear agreements funded by the state.
  5. Educational institutions that have received capital grants for infrastructure projects.

How to submit

All budgets must be uploaded through the official Budget Submission Portal. Follow these steps:

  1. Register / log in using your organisations unique identifier.
  2. Select the appropriate fiscal year (20212022).
  3. Complete the online form, which includes:
    • Revenue projections
    • Expenditure breakdown by programme
    • Capital investment details
    • Risk assessment and mitigation plan
  4. Upload supporting documents (see the next section).
  5. Review the summary page and click Submit. A confirmation email will be sent automatically.

Important: Submissions made after 23:59GMT on 1May will be rejected automatically.
