About CCLB
The Centre for Canadian Language Benchmarks (CCLB) is the national authority that develops, maintains and promotes the Canadian Language Benchmarks (CLB). The CLB provide a common language proficiency scale for adult immigrants, refugees and prospective citizens learning English or French as a second language in Canada.
Established in 1997, the CCLB works with provincial and territorial governments, language schools, community organisations and employers to ensure that the benchmarks remain relevant, transparent and aligned with realworld communication needs.
Benchmark Structure
The CLB framework consists of twelve levels, grouped into three broad stages:
- Stage 1 (Levels 14): Basic communication handling simple everyday tasks.
- Stage 2 (Levels 58): Intermediate communication participating in routine conversations, reading moderately complex texts.
- Stage 3 (Levels 912): Advanced communication engaging in professional and academic discourse, interpreting nuanced information.
Each level describes expected performance in four skill areas: Listening, Speaking, Reading and Writing. Detailed descriptors outline what a learner can do at each level, making the benchmarks useful for curriculum design, assessment, and credentialing.
Development & Governance
CCLBs development process follows a rigorous, researchbased methodology:
- Research and Consultation: Linguists, educators and industry experts review existing data and conduct needs analyses.
- Task Design: Authentic communication tasks are created for each skill area.
- Field Testing: Tasks are piloted with diverse learner groups across Canada.
- Statistical Validation: Results are analysed to ensure reliability and validity.
- Review Cycle: Benchmarks are reviewed every five years to reflect changing linguistic demands.
The CCLB is governed by a board of directors representing the federal government, provincial ministries of education, language training providers and community stakeholders. An advisory council of experts provides ongoing guidance on linguistic research, assessment technology and policy alignment.
