Project Nanaji Deshmukh Krishi Sanjeevani Yojnana (PoCRA)

Maharashtra, a state with a vast agricultural landscape, faces significant challenges due to climate variability. Erratic rainfall patterns, prolonged dry spells, and rising temperatures have increasingly threatened the livelihoods of millions of smallholder farmers. To address these vulnerabilities, the Government of Maharashtra, with the support of the World Bank, launched the Nana Deshmukh Krishi Sanjeevani Yojnana, popularly known as PoCRA (Project on Climate Resilient Agriculture).

The Vision of PoCRA

The core objective of the PoCRA project is to enhance climate resilience and profitability for smallholder farmers. By transitioning from traditional, risk-prone farming practices to climate-smart agricultural techniques, the project seeks to stabilize income and ensure long-term food security. It focuses on the most vulnerable districts of Maharashtra, specifically those prone to drought and soil degradation.

Key Pillars of the Initiative:
  • Promoting climate-resilient crop varieties that require less water.
  • Improving water use efficiency through micro-irrigation systems.
  • Encouraging sustainable soil health management practices.
  • Diversifying farm income through livestock and agro-processing.

Strategies for Climate Adaptation

Adapting to a changing climate requires a multifaceted approach. PoCRA emphasizes the importance of "In-situ" moisture conservation. By constructing farm ponds, contour trenches, and check dams, farmers can capture runoff rainwater, ensuring a reliable water supply during critical growth stages of crops. This infrastructure development reduces the dependency on groundwater, which is rapidly depleting in many parts of the state.

Furthermore, the project promotes the adoption of improved seeds that are drought-tolerant and pest-resistant. By shifting the crop calendar and introducing intercropping systems, farmers are better equipped to handle weather shocks. These adjustments not only reduce the risk of total crop failure but also improve the overall nutritional value of the produce.

Strengthening Farmer Producer Organizations (FPOs)

A major focus of the initiative is the empowerment of Farmer Producer Organizations. By organizing into cooperatives, smallholder farmers gain greater bargaining power in the market. PoCRA provides technical support and financial incentives to FPOs to invest in post-harvest infrastructure, such as cold storage and processing units. This allows farmers to bypass intermediaries, reduce post-harvest losses, and earn a fairer share of the value chain.

Social Inclusion and Knowledge Sharing

Resilience is not merely a technical challenge; it is a social one. PoCRA places significant emphasis on gender inclusion. Recognizing that women play a pivotal role in agriculture, the project ensures that women farmers are primary beneficiaries of training programs and resource allocation. Through "Farmer Field Schools," knowledge is disseminated at the grassroots level, allowing farmers to learn from their peers and expert agronomists.

Conclusion

The Nana Deshmukh Krishi Sanjeevani Yojnana represents a bold step toward safeguarding the future of agriculture in Maharashtra. By integrating modern climate science with traditional knowledge, the project is creating a blueprint for resilient farming. As the state continues to navigate the complexities of climate change, the success of PoCRA serves as a testament to the potential of collective action, technological adoption, and sustainable management of natural resources in securing the prosperity of the farming community.
