Ek Bharat Shreshtha Bharat

Celebrating the cultural, linguistic and social fabric of India

Overview

Ek Bharat Shreshtha Bharat (EBSB) is a peopletopeople initiative launched by the Government of India on 16 October 2015, the birth anniversary of Mahatma Gandhi. The programme aims to strengthen the emotional and cultural bond between the people of different states and Union Territories, fostering an integrated yet diverse nation.

Children from different states holding hands

The concept is simple yet powerful: each state or Union Territory pairs with another, creating a sisterstate relationship. Through cultural exchanges, student interactions, joint projects and tourism promotion, participants discover common values while appreciating distinct traditions.

Core Objectives

  • Promote Unity in Diversity: Highlight the shared heritage that unites Indians across linguistic, religious and regional lines.
  • Encourage Cultural Exchange: Enable citizens, especially youth, to experience the customs, festivals, food and art of another region.
  • Strengthen InterState Cooperation: Build networks between governments, NGOs, schools and businesses of partner states.
  • Boost Domestic Tourism: Motivate people to travel within India, supporting local economies.
  • Enhance Understanding of the Constitution: Use the programme as a platform to teach the values enshrined in the Indian Constitution.

How Partner States Are Paired

Each state or Union Territory is matched with another based on complementary cultural, geographical or historical factors. Some notable pairings include:

  • Andhra Pradesh Odisha
  • Bihar Jharkhand
  • Gujarat Madhya Pradesh
  • Karnataka Punjab
  • Kerala Rajasthan
  • Maharashtra West Bengal
  • Uttarakhand Delhi
  • Himachal Pradesh Tamil Nadu

These partnerships are flexible; they may be revised to respond to emerging opportunities and challenges.

Key Activities Under the Scheme

The programme encourages a wide spectrum of activities, categorized mainly into education, tourism, sports, arts and governance.

Educational Initiatives

  • Student exchange programmes for school and college students.
  • Joint research projects on language, folklore, and history.
  • Organising Ek Bharat Quiz competitions that include participants from both states.

Cultural Events

  • Reciprocal celebration of festivals (e.g., Pongal in KarnatakaPunjab pair).
  • Artistsinresidence programmes, allowing musicians, dancers and painters to work together.
  • Food festivals that showcase the cuisines of the partner states.

Tourism Promotion

  • Special travel packages for citizens of the sister state.
  • Development of Ek Bharat signage on highways and landmarks.
  • Joint marketing campaigns through social media and regional tourism boards.

Sports & Games

  • Interstate youth games and friendly matches.
  • Sharing of best practices in sports infrastructure and coaching.

Governance & Capacity Building

  • Administration officers exchange to learn about different governance models.
  • Workshops on disaster management, water conservation and urban planning.

Measurable Impact Since Inception

While the full effect of a cultural initiative unfolds over decades, the past eight years have shown concrete outcomes:

  • Over 25,000 student exchanges covering 100+ schools.
  • A rise of 12% in domestic tourist visits between paired states, according to Ministry of Tourism data.
  • More than 2,500 cultural events organized jointly, drawing an audience of 3million+.
  • Publication of bilingual storybooks and educational material used in 15+ state curricula.
  • Enhanced intergovernmental collaboration on issues such as water sharing and heritage conservation.

Testimonials from participants frequently cite increased empathy, a better grasp of national unity, and lifelong friendships as personal benefits.

Future RoadMap

The Ministry of Culture, together with the Ministry of Education and the Ministry of Tourism, has outlined the following priorities for the next phase:

  • Digital Integration: A dedicated online portal to facilitate realtime exchange of resources, virtual tours and elearning modules.
  • Expanded Partnerships: Inclusion of more Union Territories and the creation of multistate clusters for larger projects.
  • CommunityBased Projects: Encouraging grassroots NGOs to lead initiatives that directly involve local artisans and farmers.
  • Monitoring & Evaluation Framework: Development of a robust datacollection system to track outcomes and guide policy adjustments.
  • International Exposure: Showcasing the Ek Bharat model at global cultural forums to promote Indias soft power.

By deepening peopletopeople ties, Ek Bharat Shreshtha Bharat aspires to nurture a generation that sees diversity as a strength and unity as a shared destiny.
