Early literacy is a cornerstone of human development. In low and middleincome countries (LMICs) the first five years of life are especially crucial because they set the trajectory for school success, health, and future earnings. Donor agencies, NGOs, and governments invest heavily in programs that aim to improve childrens language and reading skills before formal schooling begins. Yet, measuring whether these interventions truly work is complex. This page summarises the main concepts, methodological approaches, and key findings that help stakeholders evaluate earlyliteracy programmes in developing settings.

Standardised tools such as the Early Grade Reading Assessment (EGRA) and the Early Literacy and Numeracy (ELN) assessments are widely used because they are culturally adaptable and have been validated across many LMICs.
Impact evaluation quantifies changes in learning outcomes attributable to the programme, typically using experimental or quasiexperimental designs. Process evaluation examines how the programme was implementedteacher fidelity, material distribution, community engagementand explains why an impact was (or was not) observed.
RCTs remain the gold standard for causal inference. In a typical design, schools or villages are randomly assigned to receive the literacy intervention or serve as a control. Major advantages include high internal validity and clear attribution of effects. Limitations are higher cost, ethical concerns about withholding services, and challenges in scaling findings.

Highquality, culturally relevant books and phonics cards improve lettersound knowledge, but their impact is modest (0.10.2sd) when delivered without teacher support. Integration with interactive reading sessions amplifies benefits.
Homebased interventionssuch as parenttraining workshops, takehome storybooks, and radio lessonsraise vocabulary and print awareness especially among children from the poorest households. Effect sizes vary (0.150.35sd) and depend on caregiver literacy levels.
