HFC EndofLife Management Program Project Schedule

Phase1 Initiation (Jul2024Sep2024)

During this short but critical period the project team establishes the foundation for the entire program.

• Kickoff Meeting: Align senior sponsors, project manager, and core team.
• Regulatory Review: Compile all applicable Kigali Amendment requirements, national legislation, and local permitting processes.
• Stakeholder Mapping: Identify manufacturers, importers, HVAC service companies, wastetreatment facilities, NGOs, and the general public.
• Charter Approval: Secure formal approval of scope, budget (USD12M), and authority to proceed.

Phase2 Planning (Oct2024Mar2025)

Planning creates the detailed roadmap that will be executed over the following year.

1. Work Breakdown Structure (WBS): Break the project into 8 work packages, such as Regulatory Compliance, Infrastructure Procurement, Training & Outreach, Collection Logistics, Recycling & Destruction, Data Management, Quality Assurance, and Reporting.
2. Schedule Development: Populate a Gantt chart with task dependencies, critical path, and buffer periods for highrisk activities (e.g., hazardous material handling).
3. Resource Allocation: Assign personnel, external consultants, and equipment. Secure contracts for 3 certified recycling facilities and 2 destruction plants.
4. Risk Management Plan: Identify top 10 risks (permit delays, market price volatility of reclaimed HFCs, etc.) and develop mitigation strategies.
5. Communication Plan: Define reporting cadence (monthly status reports, quarterly stakeholder briefings, and a public website dashboard).
6. Budget Baseline: Finalize cost estimates, contingency (10% of total), and cashflow schedule.

Phase3 Execution (Apr2025Mar2026)

This is the operational heart of the program. Activities are organized into quarterly cycles to ensure steady progress and allow corrective actions.

Quarter1 (AprJun2025)

• Launch national awareness campaign (press releases, social media, industry webinars).
• Begin training of 250 HVAC technicians on safe HFC recovery and documentation.
• Set up collection points at 30 major retail outlets and 15 service centers.

Quarter2 (JulSep2025)

• First collection wave: target 5% of estimated endoflife stock (12000kg).
• Transport to certified recycling facility #1; monitor temperaturecontrolled containers and chainofcustody logs.
• Midproject review assess schedule variance, update risk register.

Quarter3 (OctDec2025)

• Expand collection network to 70 additional sites in rural regions.
• Negotiate secondary market for reclaimed HFC134a; secure a purchase agreement covering 30% of processed refrigerant.
• Implement electronic tracking system (QRcode tags) for each unit.

Quarter4 (JanMar2026)

• Final collection wave aiming for 90% of target volume (220000kg).
• Conduct thirdparty compliance audit; certify that 99% of recovered HFCs are either recycled or destroyed according to the Montreal Protocol.
• Prepare draft final report and hold stakeholder validation workshop.

Phase4 Closure (Apr2026Jun2026)

Closing activities ensure that knowledge is captured and all contractual obligations are fulfilled.

• Final Reporting: Submit comprehensive report to the Ministry of Environment, including quantitative data (kg of HFC recovered, % recycled, emissions avoided), financial statements, and audit results.
• LessonsLearned Workshop: Gather feedback from all partners, document best practices for future endoflife programs.
• Asset Handover: Transfer ownership of the electronic tracking platform to the national environmental agency for continued use.
• Program Archive: Store all project documentation in the central repository with controlled access.
