Human Resources Development Department Policy & Standard Operating Procedures

1. Introduction

The Human Resources Development (HRD) Department plays a strategic role in fostering a capable, motivated, and compliant workforce. This document outlines the core policy framework and the Standard Operating Procedures (SOPs) that govern all HRD activities. The policy establishes the guiding principles, while the SOPs provide stepbystep instructions for consistent implementation across the organization.

2. Purpose

The purpose of this policy and SOP manual is to:

  • Ensure alignment of HRD activities with the organizations mission, vision, and values.
  • Standardise processes such as recruitment, onboarding, training, performance management, and employee relations.
  • Promote fairness, transparency, and compliance with applicable labour legislation.
  • Provide a reference point for managers, employees, and external stakeholders.

3. Scope

This policy applies to all employees, contractors, and temporary staff engaged by the organization, regardless of location or employment status. It covers every HRD function from workforce planning to offboarding.

4. Policy Statement

The organization is committed to:

  • Attracting and retaining talent through meritbased selection and equitable reward systems.
  • Developing employees through continuous learning, coaching, and careerpath guidance.
  • Maintaining a safe, respectful, and inclusive workplace.
  • Upholding ethical standards, confidentiality, and data privacy in all HRD processes.
  • Monitoring compliance with local and international labour regulations.

5. Standard Operating Procedures (SOPs)

5.1 Recruitment & Selection

  1. Workforce Planning: Department heads submit annual staffing forecasts to HRD three months before the fiscal yearend.
  2. Job Requisition: Managers complete a Job Requisition Form (JRF) detailing role, grade, budget, and justification. HRD reviews for alignment with the strategic plan.
  3. Advertising: Vacancies are posted on the corporate career portal, selected job boards, and internal communication channels for a minimum of 14 days.
  4. Screening: HRD screens applications against the competency matrix. Shortlisted candidates receive an acknowledgment email within 48 hours.
  5. Interview Process: Structured interviews are conducted using preapproved interview guides. Scores are recorded in the Applicant Tracking System (ATS).
  6. Selection & Offer: The hiring manager selects the top candidate, obtains necessary approvals, and HRD issues a written offer with terms and conditions.
  7. Onboarding: Successful candidates receive a welcome packet, complete mandatory documentation, and attend a 2day orientation program.

5.2 Learning & Development

  1. Training Needs Assessment (TNA): At the start of each quarter, line managers submit a TNA report identifying skill gaps and development priorities.
  2. Program Design: HRD designs learning pathwaysclassroom, elearning, onthejob coachingaligned with competency levels.
  3. Approval & Budgeting: Training proposals are reviewed by the Learning Committee and approved against the annual L&D budget.
  4. Delivery: Sessions are scheduled and communicated at least two weeks in advance. Attendance is recorded electronically.
  5. Evaluation: Participants complete posttraining surveys (Kirkpatrick Level 1) and managers assess onthejob application (Level 3) within 30 days.

5.3 Performance Management

  1. Goal Setting: At the beginning of each performance cycle, employees and managers collaboratively set SMART goals in the Performance Management System (PMS).
  2. MidYear Review: A formal checkin occurs at the sixmonth mark, where progress, barriers, and adjustments are documented.
  3. Annual Appraisal: Managers complete a comprehensive assessment, incorporating selfevaluation, peer feedback, and objective metrics.
  4. Calibration: HRD facilitates a calibration workshop to ensure rating consistency across departments.
  5. Reward & Development Decisions: Based on appraisal outcomes, employees may receive salary adjustments, bonuses, promotions, or development plans.

5.4 Employee Relations & Grievance Handling

  1. OpenDoor Policy: Employees are encouraged to raise concerns directly with their immediate supervisor.
  2. Formal Grievance: If unresolved, a written grievance is submitted to HRD using the Grievance Form (GF). HRD acknowledges receipt within two business days.
  3. Investigation: A neutral investigator conducts interviews, gathers evidence, and prepares a report within ten business days.
  4. Resolution: Findings are communicated to the parties involved. Corrective actions, if required, are documented and monitored.
  5. Appeal: Employees may appeal decisions to the HRD Director within five business days of the resolution notice.

5.5 Compliance & Record Keeping

  1. All HRD records (personnel files, training logs, performance data) are stored in the secure HRIS for a minimum of seven years, in accordance with dataprotection regulations.
  2. Annual audits are performed by the Internal Audit team to verify adherence to statutory requirements and internal policies.
  3. Noncompliance findings are escalated to senior management, and corrective action plans are implemented within 30 days.

6. Roles & Responsibilities

  • HRD Director: Sets strategic direction, approves policies, and ensures resources for implementation.
  • HR Business Partners: Act as liaison between HRD and operational units; they drive recruitment, performance, and employee relations at the local level.
  • Learning & Development Specialist: Designs curricula, manages training delivery, and evaluates impact.
  • Line Managers: Own goal setting, daily coaching, and talent identification within their teams.
  • Employees: Participate actively in development opportunities, adhere to performance expectations, and raise concerns responsibly.

7. Monitoring, Review & Continuous Improvement

HRD will review this policy and its SOPs annually, or sooner if legislative changes occur. The review process includes:

  • Collecting feedback from users through a survey hosted on the intranet.
  • Analyzing key metrics (timetofill, training completion rates, employee engagement scores).
  • Reporting findings to the Executive Committee and recommending updates.

All revisions are documented in the Change Log and communicated to the organization via email and the HR portal.
