Start with the NCERT textbooks of Statistics (Class 1112) and Mathematics to solidify concepts of probability, sampling, and algebraic techniques. Once comfortable, move to standard graduatelevel references such asStatistical Inference by Casella & Berger andSampling Techniques by Cochran.
