Introduction

Historical Background

The origins of PIDS trace back to the Summit of the Americas process and the growing recognition among OAS member states of the need for coordinated action on sustainable development challenges. The program was formally established following the mandate from the 2006 Declaration of Mar del Plata, which called for the development of a comprehensive regional strategy for sustainable development.

PIDS represents the evolution of various OAS environmental and development initiatives, integrating them into a coherent framework that addresses the three dimensions of sustainability: environmental, social, and economic. PIDS supports member states in implementing their commitments under the Paris Agreement through technical assistance, capacity building, and knowledge sharing. The program facilitates regional dialogue on climate policies, promotes renewable energy development, and assists with climate risk assessment and adaptation planning in vulnerable communities. Special emphasis is placed on supporting Small Island Developing States (SIDS) in the Caribbean and other particularly vulnerable regions.

Biodiversity Conservation and Ecosystem Management

The program works to protect the Americas' extraordinary biological diversity through support for protected area networks, sustainable management of forests and other ecosystems, and implementation of access and benefit-sharing frameworks. PIDS promotes biodiversity valuation and mainstreaming biodiversity considerations into development planning. The program supports regional initiatives such as the Amazon Cooperation Treaty Organization and the Caribbean Challenge Initiative.

Sustainable Water Management

Recognizing water as a fundamental resource for development, PIDS assists countries in implementing integrated water resources management approaches. The program promotes transboundary water cooperation, water use efficiency, conservation of freshwater ecosystems, and climate-resilient water infrastructure. This includes support for shared water basins such as the La Plata Basin, the Amazon Basin, and critical transboundary aquifers.

Disaster Risk Reduction

PIDS helps countries enhance their resilience to natural disasters through risk assessment, early warning systems, preparedness planning, and resilient infrastructure development. The program emphasizes community-based approaches and ecosystem-based disaster risk reduction strategies. This work is particularly relevant given the increasing frequency and intensity of climate-related disasters affecting the region.

Sustainable Energy

The program supports countries in transitioning to cleaner, more sustainable energy systems through energy efficiency measures, renewable energy development, and energy access initiatives, particularly in underserved communities. PIDS facilitates regional energy cooperation and knowledge exchange on best practices. The program supports the implementation of the Sustainable Energy for All initiative in the Americas.

Sustainable Consumption and Production

PIDS promotes the transition to sustainable production and consumption patterns through policy support, capacity building, and private sector engagement. This includes initiatives related to circular economy approaches, sustainable tourism, sustainable value chains, and responsible corporate practices. The program supports the implementation of the 10-Year Framework of Programmes on Sustainable Consumption and Production Patterns in the region.

PIDS is implemented through a variety of mechanisms designed to maximize impact and cooperation among member states:
