About ICANN
The Internet's rapid growth in the 1990s created the need for greater organization of its technical coordination functions. Prior to 1998, key Internet coordination functions were performed under U.S. government contract by various entities, including Jon Postel at the Information Sciences Institute at the University of Southern California.
As the Internet expanded globally, there was growing recognition that these functions should be transitioned to a private-sector, nonprofit organization with international participation. In January 1998, the U.S. Department of Commerce issued a proposal for this transition, known as the "White Paper."
Following a period of public consultation and international discussion, ICANN was incorporated in September 1998. Jon Postel served as the organization's first Chairman of the Board of Directors until his death in October 1998.
In 2009, the Affirmation of Commitments was signed between ICANN and the U.S. government, affirming ICANN's commitment to remain a private-sector-led organization with multi-stakeholder representation from around the world, while reducing the U.S. government's direct role in ICANN's coordination of the DNS.
In 2016, the IANA (Internet Assigned Numbers Authority) functions contract between ICANN and the U.S. government expired, and these functions transitioned fully to the global Internet community through ICANN, marking a significant milestone in the maturation of Internet governance.
ICANN operates under a multi-stakeholder model where individuals and groups with different interests all contribute to policy development affecting the Internet's naming system. This approach ensures that diverse perspectives are considered in the decision-making process.
The ICANN Board consists of 16 voting members and 4 non-voting liaison members. It provides financial and strategic oversight, approves policies developed by the community, and makes final decisions on certain matters within ICANN's scope. Board members include representatives from Supporting Organizations, At-Large representatives, and technical experts.

ICANN maintains registries of protocol parameters used in Internet protocols, such as port numbers and MIME types, in coordination with the Internet Engineering Task Force (IETF). These parameters ensure that different software systems can communicate effectively over the Internet.
ICANN manages the DNS root zone, including updating the root zone file and coordinating with root server operators. The root zone contains information about the top-level domains and is distributed to the 13 root server clusters around the world.
ICANN oversees top-level domains, managing the introduction of new gTLDs and accrediting registrars that sell domain names to the public. In 2012, ICANN launched a major expansion of the gTLD space, adding hundreds of new TLDs such as .shop, .blog, and .club.
