Submission Guidelines
Suppliers interested in submitting quotations should note the following:
- Quotations must be submitted in sealed envelopes clearly marked "Library Books and Foreign Journals Procurement Quotation - OUAT Central Library 2017-18"
- Two copies of the technical proposal and one copy of the financial proposal are required
- Quotations can be sent by post or delivered in person to the Library Office

Terms and Conditions
- OUAT reserves the right to accept or reject any quotation in whole or in part without assigning any reason thereof
- The university is not bound to accept the lowest quotation
- Quotations that do not meet the minimum requirements will be disqualified
- All disputes subject to jurisdiction of Bhubaneswar courts
- Taxes as applicable should be included in the quotation
- Payment will be made after satisfactory delivery and acceptance of materials
Bibliographic Data Requirements
Suppliers are required to provide MARC21 compatible bibliographic records for all books and journals supplied. These records should include:
- Standard bibliographic information (author, title, publisher, year, etc.)
- Subject headings following Library of Congress or MeSH
- Dewey Decimal or LC classification numbers
- International Standard Book Numbers (ISBN) or International Standard Serial Numbers (ISSN)
Special Requirements for Electronic Journals
For electronic journal subscriptions, suppliers should ensure:
- Perpetual access rights for subscribed content
- Inter-library loan rights where permitted by publishers
- Usage statistics in standard formats (COUNTER or similar)
- Archival access to previously subscribed volumes
