Goal Oriented Project Planning (GOPP)

Goal Oriented Project Planning, commonly known as GOPP (or ZOPP in German, standing for Zielorientierte Projektplanung), is a participatory planning and management method used primarily in development projects, social programs, and complex organizational initiatives. Developed by the German Agency for Technical Cooperation (GTZ) in the 1980s, it provides a structured framework for stakeholders to collaborate, analyze problems, and design sustainable solutions.

The culmination of a GOPP workshop is usually the development of a Logical Framework Matrix, or LogFrame. This is a management tool that summarizes the project structure in a single grid. It includes:

• Objectives Hierarchy: The project goal, purpose, results, and activities.
• Indicators: Specific, measurable criteria used to track progress.
• Means of Verification: Sources of data that prove the indicators are being met.
• Assumptions: External factors that must remain true for the project to succeed, which are outside the direct control of the project team.
