About the Ministry

The Ministry of Environment, Forest and Climate Change (MoEFCC) is the apex governmental body responsible for planning, coordinating, and overseeing the implementation of policies relating to environmental protection, forest conservation, and climate change mitigation in the country. Established to address the escalating challenges of biodiversity loss, deforestation, and global warming, the Ministry works in partnership with state governments, NGOs, academia, and the private sector to promote sustainable development.

Its mandate covers a wide spectrum of activities, ranging from the formulation of legal frameworks for pollution control to the development of national strategies for climate resilience. The Ministry also serves as the national focal point for international environmental conventions such as the United Nations Framework Convention on Climate Change (UNFCCC), the Convention on Biological Diversity (CBD), and the Paris Agreement.

Mission:

Core Functions

  1. Policy Formulation: Drafting national policies, action plans, and regulations on environment, forests, and climate change.
  2. Regulatory Oversight: Issuing permits, conducting environmental impact assessments (EIAs), and ensuring compliance with standards.
  3. Conservation Management: Managing protected areas, wildlife sanctuaries, and national parks.
  4. Climate Action: Implementing mitigation and adaptation projects, managing the National Greenhouse Gas Inventory, and overseeing the National Adaptation Fund.
  5. Research & Capacity Building: Supporting scientific research, training programs, and technology transfer for sustainable practices.
  6. International Cooperation: Representing the country at global environmental forums and negotiating treaty obligations.

Key Initiatives

National Clean Air Programme (NCAP)

The NCAP aims to reduce ambient PM2.5 concentrations by 2030% by 2024, with statewise action plans focusing on industrial emission control, vehicular pollution mitigation, and promotion of clean fuels.

Green India Mission

Launched under the National Mission for a Green India, this initiative targets afforestation of 6million hectares, restoration of 5million hectares of degraded forest and tree cover, and enhancement of carbon sequestration capacities.

National Adaptation Fund for Climate Change (NAFCC)

The NAFCC provides financial assistance to vulnerable states and sectors for climateresilient infrastructure, early warning systems, and capacity building.

Plastic Waste Management Rules

Revised regulations require extended producer responsibility, ban on singleuse plastics, and a roadmap for achieving 100% plastic waste recycling by 2025.

Smart Cities Sustainable Urban Planning

Integrates green building standards, urban forestry, and renewable energy solutions within the broader Smart Cities initiative.

Organisational Structure

The Ministry is headed by the Cabinet Minister, assisted by a Minister of State. Key departments include:

  • Department of Environment: Handles pollution control, environmental quality standards, and the Ministrys legal affairs.
  • Department of Forests: Manages forest resources, wildlife protection, and biodiversity conservation.
  • Department of Climate Change: Coordinates climate policy, mitigation projects, and international reporting.
  • Central Pollution Control Board (CPCB): National authority for monitoring and controlling air, water, and noise pollution.
  • Forest Survey of India (FSI): Provides scientific data on forest cover, carbon stock, and ecosystem health.

Statelevel offices, known as State Environment Departments, implement policies on the ground and act as liaison points between the central Ministry and local stakeholders.

Looking ahead, the Ministry is focusing on three strategic pillars:

  1. Integrated Ecosystem Management: Leveraging satellite technology and GIS for realtime forest monitoring, habitat connectivity, and disaster risk reduction.
  2. Carbon Neutrality Pathways: Scaling up renewable energy, promoting electric mobility, and supporting carboncapture initiatives to achieve netzero emissions by 2070.
  3. CommunityLed Conservation: Empowering indigenous peoples and local communities through comanagement agreements, benefitsharing mechanisms, and capacitybuilding programs.
