The Purpose of OSHA Standards
Why these regulations matter for every worker and employer.
The Occupational Safety and Health Administration (OSHA) was established under the Occupational Safety and Health Act of 1970. Its primary mission is to ensure safe and healthful working conditions by setting and enforcing standards and by providing training, outreach, education, and assistance.
OSHA standards are rules that describe the methods that employers must use to protect their employees from hazards. These regulations limit the amount of hazardous chemicals workers can be exposed to, mandate the use of certain safety practices and equipment, and require employers to monitor hazards and keep records of workplace injuries and illnesses.
The General Duty Clause
Section 5(a)(1) of the OSH Act, known as the General Duty Clause, requires employers to provide a workplace free from recognized hazards that are causing or are likely to cause death or serious physical harm, even when no specific standard exists for that hazard.
Major Regulatory Categories
OSHA standards are published in Title 29 of the Code of Federal Regulations (CFR).
General Industry
These standards apply to most workplaces. They cover guidelines for safety regarding fire protection, machine guarding, electrical safety, and personal protective equipment (PPE) for sectors such as manufacturing, warehousing, and service industries.
Construction
Specifically tailored to the construction industry, these standards address unique hazards such as fall protection, scaffolding, cranes, excavations, and steel erection. Construction consistently remains one of the most hazardous industries.
Maritime
These standards apply to shipyard employment, marine terminals, and longshoring. They focus on issues like confined spaces in vessels, welding and cutting on ships, and gear inspection for cargo handling.
Frequently Cited Violations

OSHA maintains a list of the top standards most frequently cited during inspections. Addressing these areas forms the foundation of a robust safety program:
- Fall Protection (Construction 1926.501): Falls are the leading cause of death in construction. This standard requires employers to provide fall protection systems for employees working at heights of 6 feet or more.
- Hazard Communication (1910.1200): Also known as the "Right to Know" standard, it ensures that the hazards of all chemicals produced or imported are evaluated, and that information concerning their hazards is transmitted to employers and employees.
- Respiratory Protection (1910.134): This standard controls occupational diseases caused by breathing air contaminated with harmful dusts, fogs, fumes, mists, gases, smokes, sprays, or vapors.
- Scaffolding (1926.451): Covers the safety requirements for scaffolding, which should support its own weight and at least four times the maximum intended load without settling or displacement.
- Ladders (1926.1053): Addresses safety requirements for portable ladders, including weight ratings, rung spacing, and proper usage to prevent falls.
- Lockout/Tagout (1910.147): Requires employers to establish a program and utilize procedures for affixing appropriate lockout or tagout devices to energy isolating devices, and to otherwise disable machines or equipment to prevent unexpected energization.
Hazard Communication Standard (HCS)
Aligning with the Globally Harmonized System (GHS).
The Hazard Communication Standard (HCS) is now aligned with the Globally Harmonized System of Classification and Labelling of Chemicals (GHS). This update provides a common and coherent approach to classifying chemicals and communicating hazard information on labels and safety data sheets.
Key Elements of Compliance:
- Written Program: Employers must develop, implement, and maintain a written hazard communication program at the workplace.
- Labels: Chemical containers must have labels that include a product identifier, signal words, hazard statements, pictograms, and precautionary statements.
- Safety Data Sheets (SDS): Manufacturers must provide SDSs for every hazardous chemical. These must be readily accessible to employees during their work shift.
- Training: Employers must train employees on the hazardous chemicals in their work area before they start working.
Rights and Responsibilities

While compliance with OSHA standards is the legal baseline, the most effective organizations strive to build a strong safety culture. In a positive safety culture, safety is not just a set of rules to follow but a core value embedded in every decision.

- Employee Involvement: Workers actively participating in safety committees, hazard hunts, and feedback loops.
