Outline Construction Environmental Management Plan (OCEMP)

Purpose

The Outline Construction Environmental Management Plan (OCEMP) is a concise, projectspecific document that outlines how environmental risks associated with construction activities will be identified, managed and mitigated. It serves as a practical guide for the project team, contractors, regulators and the community, ensuring that environmental protection measures are integrated into everyday construction work.

Scope

An OCEMP applies to all phases of a construction project from site preparation through demolition, building, and commissioning wherever activities have the potential to affect air, water, soil, biodiversity, cultural heritage or social wellbeing. While it is not a fullscale Environmental Management Plan, it must contain sufficient detail to:

  • Identify significant environmental aspects.
  • Define legal and contractual obligations.
  • Set measurable targets and controls.
  • Allocate responsibilities.

Key Elements of an OCEMP

1. Project Overview

Brief description of the project, location map, construction timeline and major works. Include a summary of the main environmental constraints (e.g., nearby water bodies, protected habitats).

2. Legal & Regulatory Framework

List all relevant statutes, regulations, permits and standards, such as:

  • National Environmental Management Act (NEMA)
  • Water Use Licence
  • Air Quality Standards
  • Heritage Conservation Regulations

3. Environmental Aspects & Impacts

Use a simple matrix to match each construction activity with its potential impact and the corresponding significance rating.

Monitoring & Reporting

Effective monitoring confirms that mitigation measures are working as intended.

  • Water turbidity meters at runoff points, weekly grab samples.
  • Noise sound level meters during peak activity.
  • Soil visual inspections for erosion or contamination.

Results are compiled into a monthly OCEMP Progress Report and submitted to the client and the relevant regulator. The report should highlight any exceedances, corrective actions taken and any revisions to the plan.

Review & Update

The OCEMP is a living document. It must be reviewed at least quarterly, or whenever a major change occurs (design alteration, new permit condition, discovery of an archaeological feature). The review process includes:

  1. Reassessment of environmental aspects.
  2. Verification of compliance with legislation.
  3. Update of mitigation measures, responsibilities or monitoring frequencies.
  4. Approval of the revised plan by the projects environmental manager.

Documented revisions are logged in an amendment register to maintain traceability.
