Pennsylvania House of Representatives Scholarship Fund

Overview

The Pennsylvania House of Representatives Scholarship Fund (PHRSF) was created in 1994 as a joint effort of the House leadership and the Community College System of Pennsylvania. Its purpose is to recognize outstanding students, encourage higher education, and honor the memory of members of the Pennsylvania General Assembly who have contributed to public service.

Each year the Fund awards a limited number of competitive scholarships to Pennsylvania residents who demonstrate academic excellence, community involvement, and a commitment to public service. The scholarships are administered by the Office of the Speaker and are funded through contributions from legislators, private donors, and corporate partners.

Eligibility Requirements

To be considered for a PHRSF scholarship, applicants must meet all of the following criteria:

  • Be a United States citizen or permanent resident.
  • Be a legal resident of the Commonwealth of Pennsylvania.
  • Be enrolled or planning to enroll in an accredited postsecondary institution (college, university, or community college) in the 20252026 academic year.
  • Maintain a cumulative GPA of 3.0 or higher on a 4.0 scale.
  • Demonstrate leadership, community service, or involvement in civic activities.
  • Submit a complete application by the announced deadline.

How to Apply

Applications are accepted online through the official PHRSF portal. The process consists of the following steps:

  1. Create an account: Provide a valid email address and set a secure password.
  2. Complete the personal information form: Include contact details, high school or previous college information, and intended program of study.
  3. Upload required documents:
    • Official transcript(s) showing the required GPA.
    • Two letters of recommendation (one academic, one from a community leader or employer).
    • A personal essay (500800 words) describing your educational goals, community involvement, and why you deserve the scholarship.
  4. Submit the application: Review all entries for accuracy and click Submit. A confirmation email will be sent.
  5. Optional interview: Selected candidates may be invited to a brief interview with a panel of legislators and alumni.

Scholarship Benefits

Recipients receive a onetime award ranging from $2,000 to $5,000, depending on available funding and the number of qualified applicants. In addition to the monetary award, scholars gain:

  • Mentorship connections with current and former state legislators.
  • Eligibility for renewal in subsequent years, provided academic standards are maintained.
