Pennsylvania State System of Higher Education

Overview

The Pennsylvania State System of Higher Education (PASSHE) is a public university system that serves more than 100,000 students across the Commonwealth of Pennsylvania. It comprises 14 universities, each offering a wide range of undergraduate, graduate, and professional programs. PASSHE institutions are known for their strong regional presence, diverse student bodies, and commitment to affordability, access, and community engagement.

History

PASSHE traces its roots to the 19thcentury expansion of state normal schools, which were founded to train teachers for Pennsylvanias growing publicschool system. Over the decades, these normal schools evolved into state colleges and then into universities. In 1983, the Pennsylvania legislature formally created PASSHE as a consolidated system, bringing together 14 institutions under a single governance structure. Since then, the system has grown its academic offerings, expanded research capacity, and increased its impact on the states economy.

Mission & Values

PASSHEs mission is to provide highquality, affordable education that prepares students for meaningful careers, responsible citizenship, and lifelong learning. Core values include:

  • Access & Inclusion: Removing barriers so students from all backgrounds can succeed.
  • Excellence: Pursuing academic rigor and continuous improvement.
  • Community Engagement: Partnering with local organizations to address regional challenges.
  • Integrity: Maintaining transparency and ethical conduct in all operations.
  • Innovation: Encouraging creativity in teaching, research, and service.
