The Framework of Financial Reporting

An overview of the four pillars of Indonesian Financial Accounting Standards (SAK) that govern transparency and economic stability.

In Indonesia, the financial reporting landscape is structured around a comprehensive framework designed to ensure transparency, accountability, and comparability of financial information. This framework is known as SAK (Standar Akuntansi Keuangan), or Financial Accounting Standards. Established by the Indonesian Institute of Accountants (IAI) in conjunction with the Financial Services Authority (OJK), SAK serves as the bedrock for accounting practices across the archipelago.

To accommodate the diverse economic ecosystemranging from massive multinational conglomerates to small village stallsthe SAK framework is divided into four distinct pillars. This segmentation ensures that the reporting requirements are proportionate to the complexity and public accountability of the entity. Understanding these four pillars is essential for business owners, investors, and financial professionals operating in Indonesia.

The Core Standard

PSAK (Pernyataan Standar Akuntansi Keuangan)

PSAK is the primary and most comprehensive pillar of the Indonesian accounting framework. It is essentially the Indonesian equivalent of International Financial Reporting Standards (IFRS). Since 2012, Indonesia has been converging its standards with IFRS to facilitate global investment and cross-border comparability.

This standard is mandatory for entities that have Public Accountability. Public accountability is defined as having liability for a fiduciary duty to a broad public. This includes listed companies on the Indonesia Stock Exchange (IDX), banks, insurance companies, and other large financial institutions.

The complexity of PSAK lies in its detailed principles regarding recognition, measurement, presentation, and disclosure. It governs complex transactions such as financial instruments, business combinations, and hedge accounting. While it provides the most accurate view of a company's financial health, it requires significant resources and technical expertise to implement.

Simplified Standards

SAK ETAP (Entity Without Public Accountability)

SAK ETAP stands for Standar Akuntansi Keuangan Entitas Tanpa Akuntabilitas Publik. It was designed to bridge the gap between the complex PSAK and the very simple SAK EMKM. This standard targets entities that do not have public accountability but are still of a significant size where simplified bookkeeping is insufficient.

Examples of entities that fall under SAK ETAP include private limited liability companies (PT) that are not listed, large partnerships, and subsidiaries of foreign companies that do not issue securities to the public.

The philosophy behind SAK ETAP is simplification without sacrificing the fundamental essence of fair financial reporting. For instance, while PSAK might require complex fair value measurements for financial assets, SAK ETAP often allows for amortized cost or simpler recognition criteria. It reduces the volume of disclosures, making the financial statements more cost-effective to produce while still relevant for internal management and creditors like banks or suppliers.

Islamic Standards

SAK Syariah

Indonesia has the largest Muslim population in the world, and consequently, a robust Islamic finance sector. To accommodate this, IAI developed SAK Syariah. These standards are specifically for entities that operate based on Islamic principles (Sharia).

SAK Syariah applies to Islamic Banks (Bank Umum Syariah), Islamic Business Units (Unit Usaha Syariah), Islamic Insurance (Takaful), and Islamic mutual funds. The unique aspect of SAK Syariah is that it not only complies with general accounting principles but also with thecontracts and transactions defined by Islamic jurisprudence (Fiqh Muamalah).

The introduction of SAK Syariah 109 in recent years marked a significant milestone, aligning Indonesian Islamic accounting more closely with global standards like AAOIFI (Accounting and Auditing Organization for Islamic Financial Institutions). It governs specific transactions such as Mudharabah (profit-sharing), Murabahah (cost-plus financing), and the distribution of Zakat, which are not found in conventional accounting standards.

Micro & Small Standards

SAK EMKM (Entitas Mikro dan Kecil)

Recognizing that the vast majority of Indonesian businesses are Micro and Small Enterprises (MSMEs), the IAI introduced SAK EMKM. This standard is deliberately simplified to be understandable and applicable by business owners who may not have a background in accounting.

Criteria for SAK EMKM include limits on total assets (excluding land and buildings) and annual sales revenue. This pillar is crucial for the "Mitra BUMDes" (Village-Owned Enterprises), street vendors, small workshops, and home industries.

The hallmark of SAK EMKM is the recognition of revenue based on cash flow (cash basis) for very small entities, while encouraging an accrual basis as the entity grows. Its primary goal is not necessarily to serve external investors, but to help business owners manage their internal operations, secure small loans, and eventually grow into larger entities that might graduate to SAK ETAP. By lowering the barrier to formal financial reporting, SAK EMKM brings more of the informal economy into the formal financial ecosystem.

Harmonizing the Economy

The existence of these four pillars ensures that financial reporting in Indonesia is not a "one-size-fits-all" burden. Instead, it is a tiered system that supports economic activity at every level. From the largest state-owned enterprises preparing PSAK reports for global investors, to a local batik craftsman using SAK EMKM to track their orders, the framework creates a cohesive language of business. This structure is vital for maintaining trust, facilitating taxation, and supporting the continued growth of the Indonesian economy.
