RFS 18001 is the Indiana Department of Educations statewide requirement for elementary students to demonstrate proficiency in reading and early literacy. The regulation mandates the use of the iLearn and iRead 3 assessment suites, which are webbased tools that provide teachers, families, and districts with detailed, datadriven information about each students reading development.
Purpose of the Assessments
Both iLearn (for kindergarten through 3rd grade) and iRead3 (for 4th through 8th grade) serve three primary purposes:

Administration Guidelines
Schools must follow a consistent schedule each school year:

- Those in Basic are meeting gradelevel expectations but may benefit from enrichment to close gaps.
- Proficient and Advanced students are ready for gradelevel instruction and accelerated content.
