Overview
The Texas Commission on Environmental Quality (TCEQ) administers the Cementing Certificate program for Public Water System (PWS) groundwater wells. This certification verifies that the contractor or individual performing wellcompletion cementing work is qualified to protect the integrity of the well and the quality of the water supplied to communities.
A valid Cementing Certificate is required for any contractor that installs, repairs, or improves the cemented annulus of a PWS groundwater well in Texas. The program is part of TCEQs broader effort to ensure safe drinking water and prevent contamination from poor well construction practices.
Eligibility Requirements
To obtain a Cementing Certificate, applicants must satisfy the following criteria:
- Be an individual (not a corporation) who performs cementing work, or a contractor who employs qualified individuals.
- Hold a valid Texas Well Driller, Well Contractor, or Well Pump Installer license, or possess equivalent experience recognized by TCEQ.
- Complete the approved cementing training course (see Training & Exams).
- Pass the cementing knowledge examination with a minimum score of 70%.
- Submit a completed application, supporting documentation, and the required fee.
Application Process
1. Register for Training
Enroll in a TCEQapproved cementing training program. Sessions are offered both inperson and online. Training includes theory, handson practice, and safety considerations.
2. Complete the Training
Attendance is mandatory for the full duration (typically 16 hours). Participants receive a certificate of completion that must be uploaded with the application.
3. Take the Examination
The exam is administered by an authorized testing center. It consists of multiplechoice questions covering:
- Wellconstruction fundamentals
- Cement slurry composition and handling
- Equipment operation and maintenance
- Regulatory requirements (TCEQ rules, Texas Administrative Code 30.1)
- Safety and environmental protection
4. Submit the Application
Applications are filed through the TCEQ online portal. Required items include:
- Completed application form (PDF or online)
- Proof of eligibility (license copy or experience letters)
- Training completion certificate
- Exam result transcript
- Nonrefundable processing fee ($150 as of 2024)
5. Receive the Certificate
Upon approval, TCEQ issues a digital Cementing Certificate valid for three years. The certificate number must be displayed on all work orders, invoices, and onsite signage.
Training & Exams
The approved training program is designed to meet the competency standards set by the Texas Administrative Code (TAC) 30.1. Topics covered include:
- Geology and hydrogeology relevant to PWS wells
- Selection of appropriate cement types and additives
- Mix design calculations and quality control
- Installation of cement plugs and squeezecement techniques
- Documentation and reporting requirements
After training, candidates schedule the examination through an authorized testing provider. The exam is proctored, and results are posted within 48 hours.

Holding a valid Cementing Certificate does not remove the need for ongoing compliance. Key responsibilities include:
- Maintaining records of cementing operations for at least five years.
- Submitting postconstruction well reports to TCEQ within 30 days of completion.
- Allowing TCEQ inspectors to review cement logs, mixing records, and testing results.
- Addressing any nonconformances identified during inspections promptly.
Failure to comply may result in suspension or revocation of the certificate, monetary penalties, and potential civil liability.
