Overview
The International Convention for the Prevention of Pollution from Ships, commonly known as MARPOL, is the key global treaty that governs marine environmental protection from shipborne pollutants. Adopted in 1973 and modified by the 1978 Protocol, MARPOL sets out technical standards to minimize pollution of the sea by oil, chemicals, sewage, garbage, and air emissions.
Administered by the International Maritime Organization (IMO), MARPOL is legally binding on the 156 parties that have ratified it. It operates through a series of Annexes, each addressing a specific type of pollutant, and it requires both newbuild and existing vessels to meet progressively stricter limits.
Historical Background
Prior to the 1970s, oil spills and waste discharge from ships were largely unregulated, causing frequent and severe marine disasters. The sinking of the Torrey Canyon in 1967, which released 100,000 tons of crude oil into the Atlantic, sparked worldwide demand for an international response.

- 1978: Protocol to MARPOL introduced, adding Annexes I (oil) and II (noxious liquid substances).
- 19821997: Further Annexes (IIIVI) adopted, covering harmful substances, garbage, sewage, and air pollution.
- 2006 onward: Amendments to tighten sulphur oxides (SOx) and nitrogen oxides (NOx) limits, and to introduce the Energy Efficiency Design Index (EEDI).

Each Annex contains both mandatory equipment standards and operational procedures. Compliance is verified through shipboard surveys, certificates, and port state control inspections.
Implementation and Enforcement
Implementation of MARPOL is a shared responsibility among flag states, port states, classification societies, and ship owners.
Flag State Duties
- Issue and renew International Pollution Prevention (IPP) certificates.
- Ensure ship design complies with Annex technical specifications.
- Conduct regular statutory surveys (initial, intermediate, special).
Port State Control (PSC)
PSC authorities inspect foreign vessels calling at their ports. Noncompliant ships may be detained, fined, or required to remediate pollution.
Shipboard Management
- Designated Environmental Officer or Chief Engineer monitors discharge logs.
- Use of Electronic Record Books (ERB) for oil and garbage.
- Training under the IMO STCW conventions ensures crew understand MARPOL procedures.
Current Challenges & Future Directions
Despite decades of progress, MARPOL faces several emerging issues:
- Ballast water management: Although covered by a separate IMO convention, integration with MARPOL is needed to limit invasive species.
- Microplastic pollution: Existing AnnexIV limits plastic waste discharge but does not address microplastics generated from wearandtear of paints and coatings.
- Alternative fuels: LNG, hydrogen, and ammonia introduce new emission profiles; IMO is developing guidelines to ensure they fit within AnnexVI limits.
- Enforcement consistency: Variations in PSC rigor across regions can create safe havens for noncompliant vessels.
Future amendments are expected to tighten sulphur limits beyond 2025, introduce a global carbon intensity standard, and possibly add a dedicated Annex for plastic and microplastic control.
