History
The RAND Corporation began in 1948 as a project of the United States Army Air Forces. The name RAND is a contraction of Research ANd Development. Its original purpose was to connect academic expertise with military needs, producing rigorous, datadriven analysis for strategic planning during the early Cold War.
In 1948 RAND was incorporated as a nonprofit, independent thinktank headquartered in Santa Monica, California. Early work included the development of intercontinental bombers, nuclear strategy, and the concept of mutually assured destruction. Over the decades RAND expanded beyond defense, tackling education, health, transportation, and international development.
By the 1970s RANDs reputation for methodological rigor began influencing civilian policy. The organization pioneered the use of costbenefit analysis in public programs, helped design the first computerbased simulation models, and introduced the policy analysis framework that is now standard in government agencies.

RANDs work is organized into six primary policy domains, each housing multiple programs and centers.
1. National Security & Defense
This is RANDs historic strength. Current projects investigate cyberdefense, autonomous weapons, space security, and strategic deterrence. The RAND National Security Research Division regularly briefs the Department of Defense and NATO allies.
2. Health & Health Care
Health researchers study Medicare and Medicaid reforms, pandemic preparedness, mental health services, and the economics of new medical technologies. RANDs Health Care Delivery System produces the widely cited RAND Health Insurance Experiment data set.
3. Education & Labor
Studies address K12 achievement gaps, college affordability, workforce development, and the impact of AI on job markets. RANDs Education Innovation Lab partners with schools to pilot evidencebased teaching tools.
4. International Development
Programs focus on conflict resolution, governance, climate adaptation, and agricultural productivity in low and middleincome countries. The RAND International Development Initiative works closely with the World Bank and USAID.
5. Infrastructure & Transportation
Researchers model traffic congestion, evaluate highspeed rail feasibility, and assess resilience of critical infrastructure to natural disasters. RANDs Transportation Research Center provides policy makers with scenariobased forecasts.
6. Science, Technology & Innovation
This area explores emerging technologiesquantum computing, synthetic biology, and the ethics of AI. RANDs Future of Work and Technology Lab produces forwardlooking policy briefings for legislators.
Impact & Influence
RANDs analyses have shaped several landmark policies:
- Presidents Commission on the Assassination of President Kennedy: RAND provided technical expertise during the Warren Commissions investigation.
- Medicare Prescription Drug Benefit (Part D): RANDs costeffectiveness models helped define eligibility criteria and pricing structures.
- Strategic Defense Initiative (SDI): Early feasibility studies on missiledefense concepts were conducted by RAND scientists.
- School Vouchers and Charter Schools: RANDs randomized controlled trials supplied empirical evidence on student outcomes.
