Southeast Asian Ministers of Education Organization

Regional Centre for Early Childhood Care Education and Parenting

About SEAMEO CECCEP

The Southeast Asian Ministers of Education Organization Regional Centre for Early Childhood Care Education and Parenting (SEAMEO CECCEP) stands as a beacon of educational excellence in Southeast Asia. Established in 2020, this specialized center is dedicated to enhancing the quality of early childhood care education (ECCE) throughout the SEAMEO region, which currently comprises 11 member countries.

As the 27th center under the SEAMEO framework, SEAMEO CECCEP focuses on strengthening regional cooperation to ensure that all children have access to quality early childhood education and care. The center operates under the auspices of the Southeast Asian Ministers of Education Organization, which has been promoting cooperation in education, science, and culture in Southeast Asia since 1965.

Headquartered in Bandung, Indonesia, SEAMEO CECCEP serves as a knowledge hub, bringing together experts, practitioners, policymakers, and parents to collaboratively address challenges in early childhood education and care. Its strategic location in Indonesia allows it to serve as a bridge connecting the diverse educational systems and cultural contexts across Southeast Asia.

Key Areas of Focus

  • Early childhood care education
  • Parenting education and support
  • Teacher training and professional development
  • Curriculum development
  • Research and policy advocacy
  • Quality assurance mechanisms

SEAMEO CECCEP recognizes the critical importance of the early years in a child's development. According to UNESCO, 90% of brain development occurs before the age of five. With this understanding, the center works to ensure that children across Southeast Asia receive nurturing care and quality education during this foundational period.

The center's approach is holistic, addressing not only the educational needs of young children but also supporting families and communities to create enabling environments for children's growth and development.

Mission and Vision

Mission

To promote and implement quality early childhood care education and parenting programs through research, training, capacity building, and community engagement that supports the holistic development of young children in Southeast Asia.

This mission is guided by the principles of inclusive education, equity, cultural sensitivity, and sustainability. SEAMEO CECCEP aims to bridge the gaps in early childhood education access and quality that exist between and within the SEAMEO member countries.

Vision

To be a leading regional center of excellence in early childhood care education and parenting that contributes significantly to improving the quality of life for children and families in Southeast Asia.

In realizing this vision, SEAMEO CECCEP strives to become a repository of knowledge and best practices in early childhood education, a catalyst for innovation, and an advocate for policies that prioritize young children's development.

Core Programs

Early Childhood Care Education Enhancement

SEAMEO CECCEP develops and implements programs to improve the quality of early childhood education services across the region. This includes curriculum development, teacher training, instructional material creation, and the establishment of quality standards. The center works with local contexts while incorporating evidence-based practices that have proven effective in similar settings worldwide.

Parenting Education and Support

Recognizing parents as the first and most enduring educators of their children, SEAMEO CECCEP offers programs designed to enhance parenting knowledge and skills. These programs focus on child development, positive discipline methods, nutrition, health, and creating learning environments at home. Parenting support systems are also developed to help families access needed resources and networks.

Capacity Building for ECCE Professionals

Through training courses, workshops, and professional development programs, SEAMEO CECCEP strengthens the competencies of early childhood educators, caregivers, administrators, and policymakers. These capacity-building interventions address both the hard skills (pedagogical techniques, curriculum implementation) and soft skills (communication, leadership, teamwork) required for effective early childhood education.

Research and Development

The center conducts and facilitates research on issues relevant to early childhood care education in the Southeast Asian context. Research findings inform policy development, program design, and educational practices. SEAMEO CECCEP also encourages action research in educational settings to continuously improve practices based on evidence.

Policy Advocacy and Technical Assistance

SEAMEO CECCEP works with governments and educational authorities in SEAMEO member countries to develop, implement, and monitor policies related to early childhood education. The center provides technical assistance for policy formulation, program planning, implementation strategies, and monitoring and evaluation frameworks.
